It makes sense to setup full feature  monitoring center at one location ( covering targeted cities- for example at Delhi  ) and have basic feature center at respective city or location. Thus expert monitoring and operations activity could be performed at lower capex and opex.  The central center would have the capacity building to absorb new cities or locations. Thus all the MIS and dashboards could be shared with stakeholders from one location . Ticketing for actions and followup - all unified
