CIICC – Integrated Centre for Intelligence, Command and Control (State of Goias – Brazil)
The Integrated Centre for Intelligence, Command and Control (CIICC) was created by the State of Goias government to improve the quality of the service provided to the citizens. It aims to reduce crime rates with both preventive and quick response actions.
CIICC includes a call centre for emergencies, video surveillance, monitoring of prisoners through electronic anklets, intelligence service, and statistical data production.
The call centre for emergencies includes the Military Police (190), Fire Department (193), Civil Police and Technical-Scientific Police (197). In addition, the CIICC houses a blue force tracking solution that shows, in real-time, the positioning of vehicles and allows for communication between the centre and field agents.
Municipal bodies, such as the Metropolitan Civil Guard, Environmental Agency (AMMA), Transit Agency (SMT), the public transportation operators from RedeMob Consortium and the ambulance emergency dispatch service (SAMU) are also represented at CIICC.
The CIICC main room has a video-wall consisting of 18 high-resolution 55-inch screens for a total of 15 square meters. The video-wall receives images captured by video surveillance cameras. The cameras are located in the city of Goiania and vicinity in places of high concentration of public and in known crime hotspots.
The CIICC operators monitor, in real-time, suspicious situations, inform the nearest police team, provide support and follow up the occurrence.
Currently, prisoners in the semi-open, open and pre-trial detention regimes, in addition to the cases of protective measures of the Maria da Penha law (women protection against domestic violence), are monitored through an electronic anklet in Goiania Metropolitan Area and other cities. The anklet signal appears as a dot on the CIICC panels and is monitored by a special team from the Goias State prison system.
The Integrated Centre for Intelligence, Command and Control was inaugurated in 2014 with 48 workstations.

IMPROVED E-GOVERNANCE AND CITIZENS SERVICES
One of the CIICC main objectives is to improve the responsiveness of security agencies in protecting citizens. To achieve this objective, it promotes the integration between the Military Police, Civil Police, Fire Department, Technical-Scientific Police and other organisations.

Each organisation has a specific budget, demands, structure, point of view, and objectives. Integrating and creating an environment of collaboration proved to be one of the main challenges for the CIICC project.

Better cooperation between federal, state, and municipal governmental agencies.
The CIICC manages a total of 500.000 events per year from which 325.000 are crime events and 30.000 traffic accidents.
